The personnel of E-Stelle were under the immediate control of a Luftwaffe Captain Eitel. They consisted of 12 technical men, about 50 men to discharge miscellaneous me-chanical and ordnance tasks and about 60 men to handle the various planes and boats assigned to the Section. The 12 technical personnel were bolstered by about 50 inde-pendent scientists and technicans, under contract to the private manufacturing firms associated with E-Stelle.
